I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 2nd instant in regard to the appointment of a non-official member of the Delegation to the Shanghae Opium Commission.

In reply, I am to inform you that the appointment of any one of the four persons named, Mr. Ellis, M.P., Professor Caldecott, Mr. Allan Baker, M.P., or Mr. Laidlaw, M.P., would meet with Sir E. Grey's approval.

Sir E. Grey would, however, prefer that the selection of one of these gentlemen to serve on the Commission should rest with the Secretary of State for India, and would be glad if Lord Morley would designate one out of the four whom he considers best suited.
